County sheriff comments on stewarding tax funds

As county government enters the budgeting process for the 25/26 fiscal year, the county board of supervisors asked each elected official and appointed department head to respond with their thoughts on how budgets are best managed. In the spirit of transparency, I wanted to share my response with you — the people and taxpayers of Winneshiek County — first, since it is the use of your hard-earned money under discussion, before submitting it to the board of supervisors.

The following is my response to the Winneshiek County Board of Supervisors:

As an elected office of the people and for the people, the Winneshiek County Sheriff’s Office will continue to put the interests of our citizens first in all we do, including how our resources are used. We will continue to be connected with the people we serve through transparency and constant communication. We will continue to be an office that places the highest value on trust, accountability, hard work, efficiency and protecting victims on behalf of the people of Winneshiek County. We will continue to represent and advocate for the people, always keeping their best interests and constitutional rights at the forefront of our service.

During my time as sheriff over the past 10 years, I have returned over $2 million from my budget back to the county General Fund. I am entrusted with the second largest budget in the county. I take that responsibility seriously and only spend what is needed to ensure we have the resources to protect you and your family in your time of need. I don’t view a budget allocation from a “how much do we have” perspective, but rather from the perspective of “how important is the need.” If we don’t need it, we don’t buy it. On the other hand, if we need it, that’s what the funds are for. Funds allocated to the sheriff’s budget are not money spent. It is money secured and protected from being spent elsewhere should it be needed in the face of emergency or disaster.

I am a county resident and taxpayer too. I understand that it is not the “county’s” money. It is ours – the county taxpayers. We as elected officials have simply been entrusted to be a steward of it.

As a county taxpayer, I don’t enjoy paying taxes any more than anyone else. However, as most of us realize, taxes are a necessary reality to ensure we receive vital public services such as public safety. I don’t believe the average citizen has an issue with paying their taxes. Where the rub typically comes in is when we look at how our hard-earned tax dollars are being spent and return on our money. I can assure you that I feel the same way and will continue to manage my budget as if I lived here and was a taxpayer myself, because I am.

It is an honor and privilege to continue to serve as your sheriff. Thank you for your continued trust and outpouring of support.
