Kaden James Alstad, age 18, of Decorah was charged with possession of marijuana — first offense — at approximately 11:12 p.m. Monday, Feb. 3 in the 400 block of Claiborne Drive in Decorah. A criminal complaint said Alstad had arrived at the Winneshiek County Sheriff’s Office to speak with law enforcement about an incident in which he was the victim. While examining the vehicle, authorities saw a decorative mason jar containing a green leafy substance in the vehicle’s cupholder. The teen denied deputies access to the interior of the vehicle and left the law enforcement center, but returned upon request — the mason jar was not inside the vehicle upon his return, but he eventually surrendered it to authorities, and it was found to contain about 14 grams of marijuana and a package of rolling paper.

Tracy Lynn Leuchtenmacher, age 33, of Cresco was booked into the Winneshiek County Jail at 4:10 p.m. Monday, Feb. 10. Court records said Leuchtenmacher was serving five years of supervised release after being sentenced in July on drug charges. Separate court documents show she was charged in mid-November with fifth-degree theft and violation of a no contact order after an off-duty Cresco Police officer noticed Leuchtenmacher with a particular individual at the Decorah Walmart, and security footage revealed she failed to pay for approximately $38 of merchandise before leaving. Court documents filed later that month said multiple attempts to contact Leuchtenmacher had failed, and three warrants were issued for her arrest. 

Timothy Ray Sersland, age 61, of Decorah was charged with trespassing — first offense — at approximately 4:37 a.m. Tuesday, Feb. 11 at Wellington Place Assisted Living in Decorah. Sersland was previously charged with public intoxication on Jan. 31, after being removed from what court filings referred to only as a local nursing home while visiting a relative. Court documents show Sersland was issued a written trespassing warning by staff on Feb. 1 as well as a separate verbal warning from the Winneshiek County Sheriff’s Office. Sersland eventually pleaded guilty to the public intoxication charge, and he was ordered to pay a fee of approximately $123 as well as a $105 fine as outlined in a Feb. 10 court decision. That same day, Sersland was found inside Wellington Place, according to a recent criminal complaint, and he refused to leave. 

Amber Baker, age 20, of Calmar was arrested after turning herself in at the Winneshiek County Sheriff’s Office at approximately 8:48 a.m. Wednesday, Feb. 12. Information from the sheriff’s office said two warrants had been issued for Baker’s arrest after she failed to provide fingerprints as ordered. Court records show Baker had previously pleaded guilty possession of a controlled substance as well as operating while under the influence, and the warrants noted she was to be fingerprinted “immediately after (her) arrest and booking, and then be released from jail.”

Ryan Vaughn, age 42, of Cresco was arrested and transported to the Howard County Jail on a Howard County arrest warrant for failure to appear on Feb. 25, 2024.

Michael Johnson, age 65, was booked into the Winneshiek County Jail at 12:20 p.m. Thursday, Feb. 13 to serve two consecutive days. 

Peter Russell Lingen, age 69, of Decorah was charged with operating under the influence — first offense — at approximately 1:43 p.m. Thursday, Feb. 13 near the intersection of Locust Road and Canoe Ridge Road. The Winneshiek County Sheriff’s Office came upon a disabled vehicle in that area, and identified Lingen as the driver. The 69-year-old was uninjured, according to the sheriff’s office, and he was booked into the Winneshiek County Jail at 2:40 p.m. the same day. 

Justin Amos Pritchard, age 43, of Decorah was booked into the Winneshiek County Jail at 1:40 a.m. Sunday, Feb. 15 on the charge of public intoxication — first offense.

Sierra Grinna, age 26, was booked into the Winneshiek County Jail at 2:50 p.m. Monday, Feb. 17 to serve two consecutive days.

Joshua Eubanks, age 36, was booked into the Winneshiek County Jail at 5:05 a.m. Tuesday, Feb. 18 for violation of a no contact order. 

All people listed may face charges and should be presumed innocent until their case is reviewed through the legal process.
