Jose De Leon Juarez, age 37, of Dorchester was charged with fourth-degree theft at approximately 7:03 p.m. Thursday, Aug. 22 at the Decorah Walmart. The store’s loss prevention told police two males were involved in a theft there, and a Decorah Police officer located two males fitting the description of the perpetrators in a vehicle about a mile from the local Walmart. The officer observed merchandise which appeared to be from Walmart and, with the assistance of a translator, De Leon Juarez and the driver of the vehicle — 25-year-old Oscar Tepole Tzanahua of Dorchester — admitted they had stolen the items, according to a separate criminal complaints. Tepole Tzanahua was also charged with fourth-degree theft as well as no valid drivers license. Walmart is seeking more than $730 in restitution, according to the complaint. De Leon Juarez was booked into the Winneshiek County Jail at 8:10 p.m., and Tepole Tzanahua was booked into the jail at 8:10 p.m. the same day.
Decorah Police officers were dispatched at 10:07 p.m. Sunday, Aug. 25 to Walmart for a reported shoplifting which had just occurred — a criminal complaint described the suspect at “being bloody and having injuries to his face and arm.” An officer made contact with 23-year-old Tyler James Markee-Dickerson of Waukon outside the Walmart pharmacy doors and observed signs of intoxication — Markee-Dickerson admitted to having “two shots of Tito’s Vodka,” according to the complaint. Dickerson was placed under arrest for public intoxication — first offense — and booked into the Winneshiek County Jail at 10:40 p.m. the same day. The initial criminal complaint said the 23-year-old became upset and aggressive during the arrest, and the officer requested assistance from deputies while en route to the county jail, and he was booked at 10:48 p.m. that day. A separate criminal complaint said Markee-Dickerson was uncooperative and “was not making much sense and repeating things” as well as “displaying rapid and agitated body movements.” The complaint went on to indicate Markee-Dickerson refused to change into jail clothing and had to be assisted by law enforcement. At one point, he grabbed an officer’s wrist, causing redness, and the 23-year-old was charged with assault on persons in certain occupations. He was then placed in a padded jail cell. A third criminal complaint charged Markee-Dickerson with third-degree criminal mischief, after he allegedly removed the rubber coating of the padded cell — repairs were estimated at $1,000. The complaint said Markee-Dickerson told a deputy “it was the time he was refused a phone call and he used his finger nails to cause the damage.”
The Decorah Police Department advised the public to take caution while navigating the intersection of Highways 9 and 52 in Decorah after from an animal renderings spilled onto the road on Sunday, Sept. 1. The police posted a statement at approximately 9:40 p.m. that day, saying the debris had been cleared and sand had been applied to the road. The Decorah Police Department was assisted by the Iowa State Patrol, the Winneshiek County Sheriff’s Office and the Iowa Department of Transportation.
All people listed may face charges and should be presumed innocent until their case is reviewed through the legal process.
