An area man accused of raping a 17-year-old earlier this year is expected to plead guilty to amended charges as part of an agreement with prosecutors.
Nandoya Ramadhan Othman signed the proposed agreement on Nov. 26, pleading guilty to assault with intent to commit sexual abuse and assault causing bodily injury – both misdemeanors. Othman had initially been charged with third-degree sexual abuse — a Class C felony.
Court documents indicate prosecutors plan to recommend the court suspend a two-year sentence for the first amended charge and all but 90 days of a one-year sentence for the second. Othman is to be given credit for time already served, and the proposed agreement would also allow Othman to be released to U.S. Immigration and Customs Enforcement during his 90-day jail term, if federal authorities choose to pursue deportation. Othman would be placed on supervised release for a period of two years following his prison sentence, under the agreement.
Iowa First Judicial District Court Judge Laura Parrish has since scheduled the case for further proceedings, noting the proposed agreement did not address whether a no contact order should be imposed as part of the sentencing or whether Othman will be subject to sex offender registry requirements. Those issues are expected to be taken up Dec. 10.
Teen reports rape in July
Othman was originally arrested after a 17-year-old female told Decorah Police officers on July 18 she had been raped by Othman earlier that day. The officers were initially responding to a possible fight in the parking lot of the Decorah Walmart — a criminal complaint said the individuals involved in the disturbance “stated they were not fighting but just slap-boxing.”
