The study reports that Minnesota ranked the highest.

Minnesota and Iowa are amongst the top 10 highest average SAT scores according to a recent study published by the Scholarship Institute, a scholarship aggregator and review website, and Learner, an online tutoring service. The study comes from the services compiling the national and individual state SAT Suite Results for 2021 from the College Board, then comparing each state’s mean SAT score with the national average.
The study reports that Minnesota ranked the highest, with a mean score of 1263 (out of a possible 1600), putting them 203 points above the national average of 1060. Of the 1,709 Minnesotans who took the test, 24% scored in the 1000-1190 range, 38% in the 1200-1390 range and 28% in the 1400-1600 range. This means 90% of test takers scored near or above the average.
Iowa wasn’t far behind, in the number four spot, tied with Kansas. Iowa scored a mean SAT score of 1243, which is 183 points higher than the national average. The College Board reports that 625 students in Iowa took the SAT in 2021. 26% of those students scored in the 1000-1190 range, 37% in the 1200-1390 range and 24% in the 1400-1600 range. This amounts to 87% of students in Iowa scoring near or above the national average.
Coming in last place was Delaware, 76 points below the national average with a mean score of 984.
