Decorah’s Heivly Street Project is back on track after city council members and city staff met with project engineers Monday evening to discuss details and hash out options in the project’s designs. The project was halted at the March 17 council meeting after several council members argued there was no need for a 40-foot-wide street at the west end of Heivly, as they felt on-street parking was unnecessary with numerous nearby parking lots. The bid for the improvement project was due to be awarded to Skyline Construction during that same council meeting, but it instead was put on hold pending Monday night’s review.
Council agrees on plan of attack
The meeting kicked off with a presentation by Chase Holien of WHKS, the company overseeing the project near the intersection of Heivly Street and College Drive.
Holien explained a traffic study was completed in mid-February, which showed traffic signals should continue to be used at the intersection due to the volume of traffic recorded.
“College Drive sees around 9,500 vehicles per day — a pretty high number for a street like that,” Holien said. “Heivly, 4,500 per day — again, that’s a pretty heavily-used street.”
